Fifty Million Pounds, and Two Thirds Goes Outside the Sector

Water Breakthrough Challenge 7 opens with up to £50 million from Ofwat's innovation fund. Of the £251 million awarded since 2020, around 65 percent has gone to organisations outside the water industry.

Water Breakthrough Challenge 7 has launched with up to £50 million available through Ofwat's Water Innovation Fund, delivered by Challenge Works — part of Nesta — in partnership with Arup and Isle. Bids run in two streams: Catalyst, from £150,000 to £2 million, and Transform, from £2 million to £10 million. Priority areas are drought, storm overflows, leakage, pollution, PFAS and water resilience. Applications are open to partnerships led by licensed water companies in England or Wales, and successful projects are expected to be announced in May 2027. Since the fund launched in 2020, £251 million has been awarded to 156 projects involving 354 partner organisations, with around 65 percent of the funding going to organisations outside the water sector. Past winners include the Stream open data platform, which supports near real-time monitoring of sewage overflows across England and Wales.

That 65 percent figure is the most interesting number in the announcement and it is worth reading as a deliberate design choice rather than an accident. A fund that only reached water companies would finance incremental improvement of what they already do. Requiring a licensed water company to lead, while routing most of the money to partners outside the sector, is a mechanism for importing capability — sensing, data science, materials, manufacturing — into an industry that does not employ much of it directly. For technology suppliers the practical consequence is that this is accessible funding: the route in is a partnership with a water company rather than a competitive tender.

The priority list also describes a sector whose problems are substantially measurement problems. Leakage is a detection and localisation problem before it is a repair problem — a network loses water continuously from points nobody has found, and the economics turn on how quickly a leak is located rather than on how fast it is fixed. Storm overflows are a monitoring and modelling problem, which is why an open data platform for near real-time overflow monitoring was a previous winner. PFAS is an analytical chemistry and treatment problem where detection at very low concentrations is the binding constraint. Each of those is a sensing, instrumentation or data problem that an industrial technology supplier is better equipped for than a water utility.

The timeline is the thing to plan against. Announcement in May 2027 for a challenge launched in September 2026 means roughly eight months from expression of interest to award, and that is before project mobilisation. Any supplier treating this as a revenue opportunity should read it as a route to a funded pilot in 2027 and 2028, not as this year's business — and should be talking to water companies now, because the leading partner has to be in place before the bid, and those partnerships are being formed over the next few weeks rather than at the deadline.
